Parliament approve Smoke and Carbon Monoxide Alarm (England) Regulations 2015 in time for 1 Oct deadline

Last night Parliament approved the Smoke and Carbon Monoxide Alarm (England) Regulations 2015.

This now means that from 1 October 2015 all landlords in England will be required to install smoke alarms on every floor of their property, and test them at the start of every tenancy. 

Landlords also need to install carbon monoxide alarms in high risk rooms – such as those where a solid fuel heating system is installed.  Sanctions for not doing so include up to a £5,000 civil penalty.

The NLA supported these regulations but criticised the Government for the time taken in passing them and for the resulting confusion it caused the industry.

We have a number of properties managed fully by agents. The agents ' responses are varied. Some we are chasing, others are offering a commercial package to do joint CO/smoke alarm installation, electrical tests and Legionnaires assessments when most of this is unnecessary. With our self managed properties we are taking a sensible approach. I agree there is too much confusion,and potential agent capitalisation out of this new legislation which has been a part of our best practice approach for a long time.

The onerous task is proving everything. Good landlords are simply not trusted. The day I see legislation passed for such legislation for all home owners then I will accept the oft banded phrase of level playing field. Unfortunately the government seems intent on driving some PRS landlords out of business in a discriminatory way.
