Landlord policy expert leaves the NLA

The National Landlords Association (NLA), the leading representative body for private residential landlords in the UK, has announced that Elizabeth Brogan, Senior Policy Officer, is leaving the NLA after five years.
Ms. Brogan joined the NLA in July 2004 and was immediately thrown into negotiations about the then Housing Bill which covered such controversial areas as tenancy deposit protection and the licensing of Houses in Multiple Occupation (HMO).
In March 2005, the NLA was asked if it could provide practical assistance to the Office of the Deputy Prime Minister (the pre-cursor to Communities & Local Government) to give the private landlord's view as secondary legislation was drafted. This resulted in a part-time secondment for Ms. Brogan which lasted for 18 months and ensured that matters affecting landlords were properly taken into account.
During the five years Ms. Brogan has worked for the NLA, she has become an acknowledged expert in a range of issues, notably HMO Licensing, energy efficiency, fire safety and homelessness. Her work in these areas has been important in changing the perception of the private-rented sector from being part of the problem to part of the solution.
Ms. Brogan said:
"It's been an interesting, challenging and, ultimately, fruitful time working at the National Landlords Association. I am proud of the great strides that both the Association and the private-rented sector generally, have made during the five years I have been in post. I feel the work I have done has made a genuine contribution to improving the reputation of the sector - an improvement which was ultimately demonstrated in the outcome of the Rugg review. Now I feel that it's time to seek a fresh challenge for myself."
David Salusbury, Chairman, National Landlords Association, commenting about Ms. Brogan's departure, said:
"Elizabeth has been a key member of the NLA team for five years. In this time she has guided us through many complex changes of legislation.
"At a time when the NLA was a fledgling organisation, Elizabeth came into her own and developed a very wide knowledge base and contacts list. This has proved to be greatly beneficial for the NLA and its members. She has done a superb job, and it is sad for us to be saying goodbye to her. She goes with our warmest best wishes for every success in whatever the future holds."
Ms. Brogan's last day will be Friday 3 July. Ms. Brogan remains Vice-Chairman of the Government Affairs Group (GAG) of the Chartered Institute of Public Relations (CIPR).
